Phil Rose MRICS
Phil has led land and planning teams for Wilson Connolly, Berkeley Homes, Fairview Homes and Countryside Properties on major strategic land and urban regeneration projects in London and East Anglia. He is a specialist in development appraisal, land acquisition, planning negotiation and community engagement; with recent experience of consultation, neighbourhood planning and community-led approaches to urban design. Key developments included 650 new homes and a primary school in East London, a 4,500 home eco-town proposal in Essex and a scheme for 400 new apartments in Central Cambridge. He was involved with the Stretham CLT project from start to finish.
Kevin Francis ONC/HNC Building Studies
Kevin is the Development Manager at Palace Green Homes. Kevin has worked in a sales, commercial and land and development function within the residential house building industry for over 30 years with a number of national house builders and regional housing associations. He has a proven track record of successfully identifying, procuring and delivering open market and affordable housing projects in Suffolk, Norfolk, Cambridgeshire and Essex. Kevin also has experience of local authorities, having worked with Suffolk County Council and Cambridge City Council.
Aside from assisting the Land and Planning Manager in identifying land opportunities for Palace Green Homes and their partner CLTs, Kevin’s principal responsibility is to take the community led, high quality developments through post planning, design, contractor procurement and onto site for construction. Kevin also provides the Council with continued land and development advice.
Maison Mokoena MPlan
Maison is the Land and Planning Manager at Palace Green Homes. He has a background in Town Planning from the University of Sheffield and completed a graduate scheme with Linden Homes Midlands after gaining his master's degree in 2014. Having worked within a highly successful land team, he has gained first-class experience and knowledge in land acquisition, development process, planning and technical issues.
Maison's key responsibilities include leading in the identification and assessment of new land opportunities within East Cambs and the surrounding districts; managing the land acquisition process; managing of planning applications and s106 negotiations including management of external consultants involved in current development projects.
