The Fledglings, The Shade, Soham

Planning permission has been granted for 13 new homes in Soham, opposite The Shade and on the corner of Kingfisher Drive. The scheme, which will create a landmark modern and high-quality development on unused council land, has been designed by local architects Gary Johns Architects to provide four houses and nine apartments. It is our first development in partnership with a Community Land Trust (CLT).

Upon completion, eight of the homes will be transferred to Thrift CLT for Soham to manage as affordable homes for people who live and work in the parish (six apartments for affordable rent and two houses for shared ownership). The other five properties – three one-bedroom apartments and two three-bedroom houses – will be sold on the open market.

Progress so far

Following the granting of planning permission in February 2017, we appointed construction company E. N. Suiter & Sons to build the homes. Work to prepare the site began in August 2017, when hoardings were erected. Timber hoarding has been installed along the boundary with The Shade Primary School to ensure security and safety. Construction work is scheduled to be underway from mid-September, with completion expected by summer 2018.

We are committed to ensuring that those who will be most affected by the construction of the homes are kept closely informed and that we do everything we can to minimise the impacts, such as noise and dust, of the building work. The safety of the site is also of paramount importance. Traffic entering and leaving the site will be carefully managed at all times by personnel. Construction workers’ cabins will be located to the south, away from the vicinity of the school. We will also look where possible to minimise deliveries to site during the school run hours.

    Last week (26th September) the Leader of ECDC and Deputy Mayor of the Combined Authority, Charles Roberts and our Land and Planning Manager, Maison Mokoena were both invited to speak at the RTPI Neighbourhood Planning conference, held in Letchworth Garden City.

    The day-long conference, in partnership with Locality, covered best practice and lessons learned since “grass roots” neighbourhood planning was introduced with the Localism Act, 2011. A range of expert speakers attended from central and local government, and private practice. The conference was aimed both at groups working on neighbourhood plans as well as professional planners supporting them, and...

The conference was aimed both at groups working on neighbourhood plans as well as professional planners supporting them, and more importantly, those considering whether a neighbourhood plan, with any additional or other alternative initiative, would be worthwhile for their area.

    The focus of the Cllr Charles Robert and Maison Mokoena’s talk, was on our experience of community-led development across East Cambridgeshire as a viable alternative to neighbourhood plans, especially for those community groups with a strong desire to deliver houses in their local areas. In their talk, Cllr Roberts explained how the acute housing shortage, escalating house prices and rent levels (lack of affordable housing) and a prosperous economy, in both London and Cambridge, were all factors contributing to the displacement cycle in our region. Community-led housing through Community Land Trusts (CLT) is a model that seeks to address these challenges, it is a way of providing new homes of all tenures (affordable, shared and open market) for those who live and work locally. What’s more, CLTs do not only deliver affordable homes to local people but they can hold and own these properties in a trust in perpetuity.

    As well as joining in the discussion on how neighbourhoods and community group can contribute to the delivery of housing, this conference was also a great opportunity for us to showcase our current community-led projects in East Cambridgeshire. To which, we received great feedback and interest in what we do at Palace Green Homes.

    Palace Green Homes specialise in partnering with local community groups that have a strong desire to take the lead in shaping their communities. We believe this is an initiative that will continue to grow across the whole of Cambridgeshire.

    This community-led project is the product of significant community engagement before, during and after the planning application process. The local Community Land Trust, Soham Thrift CLT and the wider local community were involved from the beginning in the design and development of the scheme, and will continue to be involved in the long-term management of the affordable homes.

    Development of the site itself, a neglected piece of waste ground that has attracted undesirable (anti-social) behaviour in the past, has been welcomed by the adjacent primary school at The Shade. The development has also created a new, safer route for children and parents that walk and cycle to school.

    The affordable properties themselves will be community owned assets that are protected by a legal asset lock and protected from the right to buy. This will mean that genuinely affordable housing will be available in perpetuity. Over time, the homes will generate surpluses that can be re-invested by the CLT into new projects that generate benefits for the local community. In addition 5 new homes were created for sale to young people and families.

    Applicants for the affordable homes that have a strong local connection to Soham will be prioritised in the housing allocations process, meaning that local people on local wages can continue to live close to work, family, irrespective of future fluctuations in property market values. This will help to strengthen local communities and assist local employers struggling to retain key staff.

    Although only a small development of 13 new homes, this is an important site for Soham CLT and the wider CLT network. As its first housing project it will establish Soham Thrift CLT’s credentials, ensure its long term viability and increase the capacity of the Trustee board to bring forward future community projects. It will be a model to demonstrate to other local CLTs what can be achieved through local community action and strong partnership with a supportive local authority.
